迪拜市政廳即將授予DSST污水隧道項目前兩標段合同，中國建筑、中國中鐵獲EPC合約。

迪拜市政廳已選定“迪拜戰略污水隧道（DSST）”項目前兩個標段的中標聯合體，預計將正式授予合同。該項目總投資約800億迪拉姆（220億美元），涵蓋三條深埋隧道及超200公里污水連接管道。

W標段由阿提哈德水電牽頭的聯合體中標，EPC承包商為中國建筑牽頭的聯合體，資本支出約30億美元。J標段由沙特Vision Invest牽頭，EPC承包商為中國中鐵中東分公司與當地Detech Contracting組成的聯合體，資本支出低于20億美元。第三個Links標段已于1月招標，6月30日截標，中國土木工程集團、中鐵十一局等參與競標。

項目采用30年期DBFOM特許經營模式，旨在將迪拜污水系統改造為重力式系統。這也是迪拜市政廳首次實施“國內價值”（ICV）本地含量計劃。

Dubai Municipality has selected groups for the first two packages of the flagship Dubai Strategic Sewerage Tunnels (DSST) project ahead of announcing formal contract awards, sources have confirmed to MEED.

迪拜市政廳已為旗艦項目“迪拜戰略污水隧道（DSST）”前兩個標段選定中標聯合體，預計將正式授予合同，多位消息人士向MEED證實。

The AED80bn ($22bn) public-private partnership (PPP) scheme comprises three packages: J, W and Links, and covers the construction of two sets of deep tunnels terminating at pump stations at Warsan and the Jebel Ali sewage treatment plants (STPs). The project also includes over 200 kilometres of sewer links.

這個價值800億迪拉姆（約合220億美元）的公私合作（PPP）項目包含三個標段：J標段、W標段和Links標段，涵蓋建設兩條深埋隧道，分別終止于Warsan和Jebel Ali污水處理廠（STPs）的泵站。該項目還包括超過200公里的污水連接管道。

Package W will be awarded to a consortium led by Etihad Water & Electricity (UAE) alongside Tamasuk Holding (Saudi Arabia) and Alkhorayef Water & Power (Saudi Arabia), sources told MEED. This package has an estimated capital expenditure cost of about $3bn.

消息人士告訴MEED，W標段將授予一個由阿聯酋Etihad水電公司牽頭的聯合體，成員包括沙特Tamasuk控股公司和沙特Alkhorayef水電公司。據估算，該標段的資本支出成本約為30億美元。

MEED understands that the engineering, procurement and construction (EPC) contractor for this package comprises a consortium involving China State Construction Engineering Corporation (CSCEC).

Package J will be awarded to a consortium led by Vision Invest (Saudi Arabia) alongside Suez Water Company (France). This package has an estimated capital expenditure cost of less than $2bn.

J標段將授予一個由沙特Vision Investment公司牽頭、法國蘇伊士水務公司參與的聯合體。該標段的估算資本支出成本低于20億美元。

According to a source, a group involving China Railway Middle East (CREC) and local firm Detech Contracting will be awarded the EPC contract.

據消息人士稱，一個由中國中鐵（CREC）中東分公司和阿聯酋當地公司Detech Contracting組成的企業聯合體將獲得該標段的EPC合同。

MEED previously reportedthat three groups were bidding for the project, which is being procured by Dubai Municipality’s sewerage and recycled water projects department.

The bid packages included equity partners, an appointed operator and a construction contractor.

The third bidding consortium led by Plenary Group (Australia), alongside Itochu (Japan) and Infrastructure Holding (UAE), did not submit a final offer.

Construction work for the DSST scheme was previously categorised in multiple packages under the Warsan Strategic Tunnel Scheme (Package W) and the Jebel Ali Strategic Sewerage Scheme (J1 North, J2 South, J3 Jebel Ali Links).

However, the packages were restructured and renamed before J and W were tendered last November.

It is understood that the overall DSST scheme, valued at about $22bn, reflects total lifecycle costs, including both capital expenditure and long-term operations.

The Phase 2 Links packageis the third package being tendered under the DSST scheme. It was tendered in January and has a bid submission deadline of 30 June.

At least two groups are preparing to bid for the Links package.

According to a source, the first group comprises an EtihadWE-led consortium, alongside China Civil Engineering Construction Corporation (CCECC), National Marine Dredging Company (NMDC) and China Railway Construction Corporation 11th Bureau Group (CRCC 11) as EPC contractors. France’s Veolia would act as operator.

The three packages are being procured under 30-year design, build, finance, operate and maintain concession models.

The DSST project aims to convert Dubai’s sewerage system from a pumped network to a gravity-based system, enabling the emirate to replace existing sewage pumping stations and meet long-term capacity needs.

The programme also marks the first time the municipality will implement In-Country Value (ICV), a local content programme that promotes economic benefits.
